And it would appear that because they exercise their rights, their
government listened and either terminated or cause the termination of the
use of the training range. The Navy no longer has a need for the base as its
purpose was to support the training range.

Now locals want to keep the base. That the point. There are results to every
action. Good or Bad, depending on a view.

I guess, however that island and base you can't recall are in the United
States, specifically the Atlantic Fleet Weapons Training Facility at
Vieques, in Puerto Rico.  So rather than be foreigners protesting, it is
Americans protesting, which would see to be their right and responsibility.
