Looks like the culprit is "quoted-printable" with charset=US-ASCII.
The "sender" is encoding the escaped chars (=xx where xx is the 8-bit
representation in hex) and the "receiver" is not decoding the escaped
characters.  Hard to point a finger in this case unless it is the sender
(Listserv just handles bytes as bytes and does no character
conversions).
