Yes, SLTCOPY comes with the HPINSTAL software that you get
when you have MPE/iX update media on CD (instead of tape).

The System Software Maintenance Manual (also available on
the docs.hp.com web site) has a special chapter on SLTCOPY
in Appendix E "CD-ROM Resources" called "Copying Tapes for
Distribution" with details how SLTCOPY gets installed with
the SETUP.INSTUTIL.SYS script that runs off the CD.

However, you could also try one of the TapeCOPY tools that
are available for download on http://jazz.external.hp.com/src/
like TapeCOPY or TCPY. There is also a tool at the Allegro
web site, as far as I recall (called TapeTape, I believe).

You might want to use CHECKSLT to verify your copies.
