I was the engineer that last worked on CSTM for MPE/iX when I was still
a contractor at HP back in 2008.

I made the change (ODINX19A/B/C) that is alluded to in the latest HP updates

Online Diagnostic Password Requirement Notification
In September 2008, HP communicated to the installed base that HP had put in
place a process that would 
allow HP e3000 customers to access online diagnostics (cstm) without
requiring passwords after the World 
Wide End of Support on December 31, 2010. The “General Released” patch
“ODINX19” (“GR Patch”) provides this 
functionality. The GR Patch was made available in 2008 with a built-in
mechanism to disable the requirement 
for the online diagnostics password effective January 1, 2011. The GR Patch
is available for customers 
running MPE/iX versions 6.5 (ODINX19A), 7.0 (ODINX19B) and 7.5 (ODINX19C).
If you have already applied the 
GR Patch, it will automatically become effective in January.

Unfortunately, I didn't realize that DIAGMOND would check the license level,
but alas it does.

The reason the "STM INITIALIZATION FAILED" message occurs is because it
checks the license level
and now determines that an "HP" license is installed.  There is a code path
to stop diagmond
if the session has an HP license installed because the expert tools will all
be enabled.  

Since that is now the desired behavior, I Have worked out a binary patch to
solve 
the problem. Note that after the binary patch you will not need to enter the
'HLIC'
command to use the licensed tools such as the expert tools.  Note that this
is only
true for ONLINE diagnostics under STM on MPE/iX NOT OFFLINE diagnostics
under ODE.

I cannot say whether HP will want to generate an official patch for this
problem
or not.

The following binary patch will correct the problem on 6.5, 7.0 and 7.5:

Safest to create an input file to SOMPATCH:

Run editor.pub.sys
Add the following 3 lines EXACTLY (note that sompatch will not
change the instruction at offset 268 if it does not match
86a020c2, the message "Error: Old value does not match"
is displayed and no changes are made)

Hint: You might want to cut/paste them from this message.

Here are the instructions for installing the binary patch:

Logon as MANAGER.SYS
Make sure DIAGMOND is not running.  If it is, it is not likely to restart
Without the patch anyway...

Run stmshut.diag.sys

Copy /usr/sbin/stm/uut/bin/sys/diagmond,DIAGMOND
Run sompatch.pub.sys;stdin=BINPCHIN;INFO='DIAGMOND'

Output should be:
Sp>; Fix problem in DIAGMOND after 12/19/2010
Sp> modify ms_init_manage_sys + 268,1 86a020c2|08000240
86a020c2|08000240
Sp>exit
Total number of patches being applied 1

END OF PROGRAM

Copy DIAGMOND,/usr/sbin/stm/uut/bin/sys/diagmond;YES

Run stmstart.diag.sys

After a few minutes, a "SHOWPROC 1;TREE;SYSTEM" should show the diagmond
process
and either the mapping processes or the memlogd, diaglogd and maybe cclogd
(A/N only).
