Perhaps I'm confused, but I thought he was talking about an add-on SUBSYS tape (which should simply be a CM :STORE format tape) containing additional MPE subsystems and how to install it.

I just created a minimal SYSDUMP tape (via SIMH!) and the second file on the tape is a copy of SL.PUB.SYS.

The first file is probably config info, and possibly firmware for some models.

There are no other files (on this minimal (no files)) tape.
