Read this phrase from Donna carefully: "certainly any patching or an os
change would warrent the making of a new slt".

This is one of my pet peeves. In many places, CSY uses the acronym CSLT for
two very different things, the custom system load tape that you create as
part of an update or patch and the custom(er) system load tape you create
with the SYSGEN TAPE command. The tape created as part of an update or patch
CAN NOT in general be used for an install. This is why the instructions
always tell you to create an SLT as the last step. Ignore this at your
peril.
