9x7 without DTC's

Thanks to  Jeff Kell, Chris Bartram, Art Bahrs, and Yu Hsin Seah who all
offered their help and suggestions.

It turns out that the problem is indeed that the CPU in question does not
have DTC capability.

To know for sure:

SYSDAIG -> SYSMAP -> CPUMAP

Look for line that says:

SW CAPABILITIES ---------------------> $1000000nn

If nn in between 81 to F1 inclusive, the system is a "server" system and
does not support DTC's.
