In testing and supporting RNS for Windows, we've found that whenever you do
any network setup in Win95, it brings the MS winsock.dll back from the dead.
So if any of your internet providers use a winsock interface, that could
indeed be the problem.  The workaround is to verify that you only have one
winsock.dll on your machine and it is in the correct directory.  Even if you
rename the ones in \windows and \windows\system, they will re-appear there
later for no apparent reason.
