There are two separate timeouts that affect the downloading of the GNU
stuff from Jazz. One is the OpenMarket WEB Server on Jazz, the other is
your browser. By default, the Server disconnects a connection after 20
minutes. HP has extended that to 45 minutes. However, your browser might
also have a timeout that might need to be expanded. The problem is that
over a slower link, it is quite probable that you will exceed these
timeouts.
I've resubmitted the distribution (with a bunch of new goodies) to HP.
In the process, I've broken it into multiple files to download. While
that makes it more cumbersome to download and install, it should get
around the timeout issues that you and a number of others have run into.
