Unless you're running something exotic from the lab, the current ftpd
will not work under inetd.  You *must* stream JFTPSTRT.ARPA.SYS to
create a listener job.

A little birdie from Cupertino told me there was an ftpd that did run
under inetd.  Not clear if it was an advanced FTP/iX or a port of some
freeware stuff like wu-ftpd.  Maybe another little birdie from Cupertino
or Bangalore can update us; but little birdies are notoriously
unreliable :-)
