Because that is no better a solution than what we have now.  The
idea is to allow our personnel access to our systems via local
ISP's, however distant from our site.

We will likely be going to telnet on the HP3000 in the near future
but this will no change the over all requirement for a single secure
communications method that is usable on all three OS platforms.
