Yesterday my CE came out and hooked up a terminal directly to the serial
port coming out of the UPS.  We determined that the baud rate was set at
the standard 1200bps.

So, having run out of all other choices, my CE came back tonight to replace
the MFIO card (which contains LDEV 22, the UPS serial DB-9 port).  And
now the 969 can talk to the UPS just fine.

UPS baud rates of 9600 are indeed a problem at some sites, just not mine!
