If I understand you question, you want to use the configuration file for INETD via a link to the POSIX file /etc/inetd.conf.
First create the file /etc/inetd.conf
Next in MPE, issue the command :newlink INETDCNF.NET;to=/etc/inetd.conf
This will create the link file you need to run JINETD.
If you want to do the reverse, use the file INETDCNF.NET.SYS and have a link to it in /etc, issue the following command in the POSIX
shell in /etc: ln -s /SYS/NET/INETDCNF inetd.conf
