The person on the phone didn't say you wouldn't get a credit for what you
over pay.  I know by personal experience that HP is not in business of
keeping your money for something you've over paid.
 
While I agree that it seems strange that they can't change the contract
until renewal time, it's not quite as bad as paying for something you
didn't get service on.  HP has always been willing to refund over
payments if you can show them you over paid.  In fact I once found that I
was paying for 2 disk drives on a lease that had been returned 22 months
before I spotted them on an invoice.  Once I faxed HP the pickup slip,
they credited me for the full 22 months.
