I use NS services over Frame Relay all the time--I just route my IP
traffic (and NS runs over IP) over Frame Relay to my Internet provider,
and thence to the 'other end' of the desired connection. I'm using a Cisco
router, but just about everybody supports IP over Frame Relay nowadays.
