I downloaded RAMUSAGE.M to an HP-UX box, and then FTP'd it to my 3000...
in two different manners:
 
    >binar
    >put RAMUSAGE.M  RAMM
    >put RAMUSAGE.M  RAMM2;REC=128,1,F,BINARY
 
both methods un-MOVERed fine, into:
 
   ACCOUNT=  LPSTOOLS    GROUP=  PUB
 
   FILENAME  CODE  ------------LOGICAL RECORD-----------  ----SPACE----
                     SIZE  TYP        EOF      LIMIT R/B  SECTORS #X MX
 
   RAMUSAGE  NMPRG   128W  FB        1799       1799   1     1808  8  6
 
Note the EOF on your sample LISTF output...it should be 1799.
 
On my HP-UX box, the RAMUSAGE.M file looks like:
 
   ll RAMUSAGE.M
   -rw-r--r--   1 sieler   users     417908 Feb  3 15:54 RAMUSAGE.M
