Not that I know of.  Asking for a "server" is a tall order, I think, but
you never know until you try.  If you can find a package that uses nntp
feeds and doesn't include all the older uucp-related stuff absent in Posix
then maybe.
 
I will confess to spending about a week with the "tin" newsreader setup as
an nntp client.  I got most of the modules to compile with the exception
of the core screen handling module (lots of curses, both in the Unix sense
on behalf of the code, and in the expletive sense on behalf of me).  Curses
seems to be still "medium rare" under Posix (or half-baked, as the case may
be).  Also some conflicts in the MKS header files with regard to field names,
defines, and constants.  I tried to do a "comparison" of the included code
between Posix and one of our Sun Solaris machines, but the Solaris libraries
are a beast to themselves.  I got some pointers from some HP people, but of
course they were HP-UX comparisons, yet another variation on a theme.  Also
got a forewarning from John Sullivan of Interex to not bother trying, and I
should have listened to him :-)
 
Now if anyone else out there cares to put their two cents (or more) into the
effort, I'd be happy to summarize my efforts and post the details.  There are
so many quirks and so little time :-)  I still haven't gotten lynx to run in
both HP and VT100 modes (just needs a terminal type definition tweak of some
sort to set field attributes).  Ain't Un*x wonderful?
