Nothing in the article indicates what the purpose of the plant was.
It was to make Chlorine, but Chlorine has a legitimate industrial
use.  I don't think mustard gas does, but chemicals similar to mustard
do.

It is becoming increasingly evident to me it is impossible to keep
chemical weapons out of Saddam's hands if he is determined to get
them, since the means to make them can be acquired under a guise
of legitimacy.
