Is an open-source RDBMS such as http://www.mysql.com/ the answer?
Interestingly, there is a link on that home page describing how NASA converted
an application to use MySQL instead of Oracle.

I have not done any feature comparisons between Image and MySQL and Oracle, and
I speak only as a proponent of open-source software who still has a long list
of stuff I'd like to port to MPE but insufficient free time in which to do it.
