Apache Not able to Show PowerHouse Web Page???

Hi All :)
   I am trying to get PowerHouse Web up and running and Apache came up
easily with help from Donna G. last night.... But when I try to bring up a
PowerHouse Web page I get: "Message file open error, message id is 23."  I
am still trying to figure out if I have an error on rights or what????

   I looked in the /APACHE/PUB/logs/access.log and found the following....

   10.10.0.23 - - [17/May/2001:11:01:16 -0700] "GET /phwhome4.htm HTTP/1.1"
304 -
   10.10.0.23 - - [17/May/2001:11:01:24 -0700] "GET /cgi-bin/PHCGI?PH_QKC
=TESTOPUS&PH_HTML=TESTOPUW&PH_APP=Default HTTP/1.1" 200 54

I also found this:
10.10.0.23 - - [17/May/2001:08:53:09 -0700] "GET /cgi-bin/phcgi?PH_QKC
=testopus&PH_HTML=Testopuw&PH_APP=Default HTTP/1.1" 404 290

The second came from when I got an Error 404.... so I was wondering .... if
200 an error?
