Sorry, the design spec for the 5.5 tar improvements specifically excluded
PRIV files for security reasons.  The customers we worked with in designing
the enhancements for tar were software vendors porting POSIX applications,
and they did not need tar to handle PRIV files.  They wanted HP to provide
them a more robust way to distribute their software ASAP, rather than have
it handle all possible MPE-specific situations.
