You do not have to explain your jokes.  It's just that this one didn't 
work.

Every one is familiar with the famous sign "The Buck Stops Here."  I 
just explained to you why your magnum attempt at jocularity was off 
target and thus misfired.

Now, try to keep your powder dry.

OK, but just for the hard of thinking:

I was riffing on this by suggesting that Bush had firmly indicated 
that 
Cheney will fire no more buckshot.
