I have not heard this and nothing showed up at Snopes.

However, the Internet isn't a "thing" or a "place".  It is a network of
networks.  It cannot be controlled per se.  Sure, one could control the
naming service for certain domains but if it became an issue, third party
name servers with new top level domains could spring up to avoid "control"
by any International body.  Could the international names (.au, .ca, .de,
.gt, .uk, .us etc.) be controlled (I think ICANN controls them today)
