No, auxillary services cannot handle items which
could be handled by the USPS. i.e. if you have a
letter which does not REALLY have to be there
overnight, but you choose to send it Fedex, because
you really do want it to arrive (a feat which is
beyond the USPS in some major cities for a finite
percentage of mail), that is ILLEGAL. And, if the
USPS finds that you sent ordinary mail Fedex, you
can be subject to fines. The lawsuit in point
went to the tune of something like $500,000.00 to
Fedex customers.
