Gids are automatically assigned when you :NEWACCT, and uids are automatically
assigned when you :NEWUSER.  You can also specify explicit values on both
commands.

Gids map one-to-one to MPE accounts, and uids map one-to-one to MPE users.
The mappings are stored in the priv files HPGID.PUB.SYS and HPUID.PUB.SYS.

On a Unix system, a uid can be a member of multiple gids.  But under MPE where
a user exists under one and only one account, a uid can only be associated
with that same account gid (at the present time, as the manuals say).

This uid/gid info is scattered through many different manuals.  Doing a keyword
search in LaserRom is your best bet for finding it.
