No, you can't Telnet to a TAC-less DTC, but then you don't need to;
MPE/iX has supported direct-to-the-host Telnet for something like the
last three years. A TAC in a DTC (or a dedicated Telnet Express box)
is good for offloading the host if you have a *lot* of Telnet traffic,
but, as you mention, the TAC/DTCMgr option has its downsides.
