I've been fighting this too. I'm not sure these are right for everyone but
they seem to work on my 918.
I use US Robotics Sportster 14400 modems, which I guess are no longer
available, but most of the commands should map somehow to another modem.
The USR Mac 'n Fax modem is identical, default settings may be different,
sometimes cheaper.
Some of these settings are required for our program which calls OUT from
the HP, but these settings also work for dial-in. I've marked the settings
required by our program with a *.
The most important (and trickiest) settings seem to be related to DTR and
CD.
(Insta-rant: And why the h*** does every modem I get have to have a
different set of "Heyes Standard" commands?)
Where I have not described the function of a setting it is the default.

Port Setting:
Remember that unless you have DTC Manager (or MPE/ix 5.5?) you have to
restart the HP to change the settings.
Our modem ports are set as TR10M96, as follows:
Terminal Type-10
Line speed - 9600
Record width - 80
Modem Type - 1
Modem Behavior - 3
Parity - None
Speed/Parity Sensing - Y
Allow :Hello Login - Y
Reset HP Terminal - Y
NLIO Device - N
Hardware handshaking - N

BTW We use the modems for dial-in, and for dialing out to a serial device
we use to collect call detail data from a PBX.
