Raghu,

I am only offering an opinion.

It looks like the program is trying to open a particular file but the 
file can not be opened so it keeps trying.  In the meantime, the routine 
(or program) is opening other files successfully.  A few loops later, 
the maximum number of open files is exceeded.  It seems to be doing 4 
loop arounds when the program aborts.

The file (TICAT000.PUB.SYS) could not be opened might be locked for 
backup or by another user (other reasons are possible) at the time the 
program tried to open it.
