Minor nitpick:  outbound terminal-server style telnet from a DTC does *not*
require a TAC.  It only requires OpenView DTC Manager.  Once a DTC serial
port is configured as non-nailed and 'switching-enabled' (a feature that is
available only from OVDtcMgr, not in NMMGR) it can do outbound telnet
regardless of whether a TAC is present.  The TAC is only required to support
inbound telnet.
