Don't forget to check that both the LINK (in NMMGR) and the switch are set
to 100-BT and FULL duplex.  And since you are seeing broadcast packets, that
might indicate that you are connected to a hub.  Otherwise the thing doing
the broadcast would have to be something on the same VLAN.  Broadcasts could
be a non-TCP/IP device like a DTC or a misbehaving device (like a network
card/cable going bad on a device that usually would work.)

Are the pauses something new?
