I am not aware of any problems adding site with the FTP client.
Some questions...
When exactly does it crash in the process of adding a FTP site: during the
addition of the site (which dialog) or when it's trying to connect to the
site?
Is this the very first site that you are adding or the nth?
Can you connect to previously configured FTP sites? (ftp.wrq.com)
Is this an upgrade from a previous FTP Client version or brand new install?
Is the pc it is installed on a W2K upgrade from a downlevel OS or a clean
W2K install?  SP?
Was the FTP Client installed directly on the workstation or was it deployed
somehow? (advertised or published)
What is the exact version of the FTP Client? (available via Help/About)

Feel free to email responses directly to me.  Include a screenshoot of the
crash too!
