David, you'd probably be better off describing your goals ... and,
I suspect, using the "ordinary" method of protecting a file:
privileged file code.  A filecode value less than 0 is called
"privileged", and requires PM capability to setup, and
PM and matching filecode to open the file.  That's what IMAGE
uses, for example, to protect its files.  The "PROTECTED" bit in
the file label is used infrequently, and provides a different type
of protection.  (E.g., it doesn't prevent read access.)
