No, not in the client or server for MPE.

Yes.  I did look into this once, but found we had no customer interest and 
alternate ports was not a RFC required specification.

FYI...

If you use gFTP Linux to MPE, we just put in fixes for gFTP access to the 
MPE FTPSRVR.  These fixes would be in the FTP "H2" (Hummer 2) patch. 7.5: 
FTPHDH9, 7.0: FTPHDJ0, 6.5: FTPHDJ1 (all are beta test).
