Is it possible that, since it appears that you're trying to make the
data set smaller, that you removed entries and would like to gain back
some disc space?  If yes, then you may need to repack your data set
(which will reset the HWM), then you should be able to make the set
smaller.

Anyone know why when I try to change a dataset capacity in ADAGER it's
telling me that the minimum acceptable capacity is higher than I'm
trying to set it at?
Present : 9763397
New ?5500000
The minimum acceptable capacity is 9763396
