Yes cards do go bad during power outages, no matter how safe you make
your environment with UPS units and surge protection.  Components just
sometimes go pfffft, which is a good reason to keep cold spares in
today's HP3000 environment.  Like on the Nike arrays.  Most people have
a hot spare or two in the array, but do they have a cold spare in a desk
drawer?  Same idea goes with SCSI cards.

That being said, perhaps there is an odd bit that got set in your card.
Perhaps a controlled power down with a re-seating of the card may
suffice to correct it?  (Of course that's the kind of advice we used to
give on old 2640A terminals, but the concept remains the same.)
