In my experience, globally shut spool queues means that (at some point) there
was insufficient free disc space to allocate to a spool file, either to create
a new spool file or to expand one being written.  The solution is to open the
spool queues globally (unfortunately, the only time that @ is allowed on the
spooler command AFAIK) via:

        :spooler @;openq

Of course, before you try to reopen the spool queues you probably should check
the free disc space on the drives in the system volset with the device class
"SPOOL".
