Telamon FTP for CM.
I don't think I've tested these.

There is ftp.cm and something called ftpcopy.cm.
both with .wrq extension as Reflection w/label file or .bin for mpe PROG
file.

Subject: [HP3000-L] MPE-V/R to MPE-V/R File Transfer
Greetings to the -L,
I have 2 instances of the SIMH HP3000 Simulator (MPE-V/R) running on a
single host (Linux Mint) and am trying to find a quick and easy way to
transfer files (ASCII and Binary) between them.
The methods I have tried are: Reflection File Transfer, STORE/RESTORE and
KERMIT. STORE/RESTORE is so far giving the best results with KERMIT a close
2nd.
Didn't try FTP as you need an FTP Server at one end and have not been able
to find one for V/R.
I was going to try AFT/AFTMON from the CSL (used it back in 1989/90 To
connect a /42 to a /70) but remembered I would need to connect a serial port
on both instances with a crossover cable. Haven't yet found a way to do that
with SIMH as both ports would probably have to be virtual.
Does anybody have any other ideas I could try?
