Trying to beaf up security, but having some problems.

If I don't give SM capability to the acct & user, I get the error MPE FILE ERROR -248 RETURNED BY FOPEN ON DBS.

This error, I guess points to TURBODBS.PUB.SYS.
  

Yet for pub.sys, I have read,lock, execute: ANY   and write, append, save: GU.

Where have I gone wrong.
