I agree with Larry that we need to give real answers to these questions.
That said, we also need to make sure that the original poster is aware of
the planned end of support for Oracle on the 3000. That has to affect some
of management's decision making WRT new development. Also, we can fairly
question the chances of success of migrating from Image on the 3000 to
Oracle on the 9000, as the differences between the performance and
maintenance requirements of the two databases and those platforms are
striking. A keyword search of the list archives at http://raven.utc.edu
would be advised, reviewing what has been written about both "migration",
and "Oracle" (versus Image).

Others have recommended SQL Loader, and it is the tool for this job of
loading flat files to Oracle. I cannot address Powerhouse subfiles. There
are a few ways to connect an Oracle database to an Image database. I'm not
sure if there is a good ODBC solution or not, or JDBC for that matter. There
are ways to "dump" the data out of Image into a flat file, and then load
into Oracle, although you may have to address type conversions if your shop
used types peculiar to Image, at least while dumping. And there is the
Oracle Transparent Gateway for a true connection.

Subject: Best tools/languages to load an Oracle DB on the HP3000 from
flat files?

I have used Powerhouse and COBOL to maintain Image Data Bases on an HP3000
for 10+ years. Now we have Oracle on our HP3000. Management would like us
to use Oracle Data Bases for all new development. What are the best tools or
languages for loading/updating an Oracle Data base from flat files or
Powerhouse subfiles or from an Image DB. Also, we may be migrating to an
HP9000 in the future.
Thanks in advance for your assistance.
