Since above I have received private comments from several sources;
that pointed out various weaknesses and considerations.  There are
a number of potentially "tricky" issues involved;  can't solve them all
up-front;  intent of initial SIB vote is to gauge general sentiment of
active user community for some kind of effort to continue to enhance
MPE after October 2003 HP "end of sales";  and to allow continued
maintenance after 2006 HP "support" exit..  sooo:  Taking those
comments into account while still keeping my $0.02 in there to some
extent, I submit following as "today's revision" of proposed SIB item:

CSY facilitate release, transfer, or licensing of MPE and all pertinent
sub-systems to other entities;  on a timeline and in a manner that
allows those non-HP entities an opportunity to continue uninterrupted
enhancement of MPE after October 2003 "HP end of sales";  and to
continue to provide maintenance support after 2006 "HP EOL".

As before, all constructive critiques welcome....  Silence will be
taken as concurrence...
