I think you got my point.  In the 1930, or even more recently the 50's,
60's and 70's, when Wirt and I went to school, there was no US Department
of Education.

The US DoE was established in 1980, I wonder how test scores coorelate to
and from that time.

The Dept of Education came into being as the US Dept of Health Education &
Welfare split in two to become
the Dept of Health and Human Services and the Dept of Education.

HEW was established in 1953.  Even today, the federal budget for education
is a small percentage compared to what the states spend.
