This would not be true of any 928LX upgrade, which is what the poster was
asking about.  Any CPU upgrade from a 928 would involve a replacement CPU
board running at a faster clock speed.

A 918->928 upgrade would be a "soft" change only, as the 918 is one of the
software crippled systems, but the 928s and higher run at the board's full
native speed.

It's a little confusing because of the older 9x7 line where the 917, 927,
937 and 947 *are* all the same machine, differing only in terns of the
USERLIMIT.  So for these machines an upgrade within the 917-947 range is
simply a change in the maximum number of users licensed for the machine.

With the 9x8 line, the model refers primarily to SPL speed, and the user
license level is not indicated in the model number.
