If they are going to subsidize something as stupid as ethanol, and 
offer rebates for putting the panels up, but people don't want 
rebates.  There is a huge investment structure from the goverment 
already to investigate this stuff, in california they are going to 
spend some insane amount of money to "battle" global warming.  Well, 
why don't they just use that money to put solar panels on everything 
instead?  That will cut a lot of pollution right there, and take a 
huge burden off our energy grid.
