I'm assuming there is some internal network connection between the two
servers?

One way to accomplish this is to run a proxy server on the one with access.
The proxy configuration would redirect requests to the a web server on the
internal server.  This hides the internal server from the Internet.  This
approach may be used to cross a firewall.
