fwiw, I encountered something similar...turned out the welcome message on
the NT box had an embedded <cr>, and the 3k didn't like that 1bit, nosir!

Subject: FTP hangups
We've had cases where FTP hangs up on an open statement to NT environments
where IIS (Microsoft internet services) has gone bad. Yes, I know that the
last statement sounds funny, but that's what the NT guys say. FTP client is
waiting for a message from the NT, but it never comes hanging him up. I
thought of using the TIMEOUT command, but that requires a connection that
haven't happened yet. Anybody got any ideas. Here is a glance screen of
the FTP client.
