Don't laugh Mark, you don't know how close you could be to the truth.
Many many many years ago, when Windows was still an idea in Gates head, I
belonged to a BBS that supplied it's files in 7bit ASCII as they did not
support BINARY downloads. When you downloaded an executable file from them
you had to run a conversion program, supplied by them for a fee, to convert
the file back into an executable.
