I have been asked to come up with some kind of service level metrics for
System response time.

I know there are several possible definitions for this but one that I am
trying to have is time between carriage return/enter and first character
returned to terminal.  I would like to know if any one else has attempted
this kind of a metric, how they defined it and how to measure this metric.
Any ideas would be greatly appreciated.
