You may be confusing the transport mechanism with the terminal emulation.

telnet is a transport mechanism ... it happens that Win 95 and Win NT come
with a built-in terminal emulator that uses telnet.

Similarly, WRQ's Reflection 1 is a terminal emulator with a variety
of transport mechanisms: serial, telnet, NS/VT.

I've used the Win 95 telnet to talk to a 3000 (running 5.5), but *ONLY*
in "line mode" ... the terminal emulator is capable of emulating only
a VT-52 and VT-100.
