Why would anyone want to do that?  You could just get an old DTC for a
couple hundred bucks and get in the old fashioned way, since DTC
configuration is part and parcel of an HP3000.

Of course once I configured the below intent backwards.  After converting
an application from an HP3000 to an HP9000 it was noted that the HP9000 as
it was bought had no means of connecting serially to it.  (Either they
were too cheap to get muxes or DTC MGR for the HP9000.)

I had them connect to the remnant of the HP3000 and a logon account of
USER.TELNET had a logon UDC that automatically did an outbound telnet to
the new HP9000.  This was when outbound telnet came about in MPE/iX 5.0.
It was effective since we already had configured DTCs in place.
