I haven't looked at Power Builder and what it passes on to the ODBC driver
but the standards for SQLDriverConnect allow for passing of connection
info. It could be that the connection string you need to pass to SE is
different from the original HP driver. The current release version of
Linkway for example would not recognize the #mpeix tag, there may be
support for it in the next version, but it does support passing of logon
details at connect time.
